No - it *used* to be that you couldn't lose any pick higher than 16. Starting next year, you can't lose a pick higher than 11. The compensation picks in the first round are :

#19 (pujols)
#22 (Toronto, cuz they didn't sign last year's first-round pick)
#27 (Brewers, for losing Fielder to Tigers)
#31 (RedSox, from Phillies for free-agent Jonathan Papelbon)

PS: with the new compensation rules, I think that there will be a LOT more compensation draft picks for quality players leaving teams. Before, the team had to offer arbitration, and who knew what might be awarded. Now, the team has to offer a one-year contract worth "the average salary of the 125-highest paid Players from the prior season". So top talent will get offered low-ball one-year contracts and "good" (former high "type B" players) will get offered one-year contract for more-or-less what they are worth.

"Summation: True baseball rat. Incredible instincts in the field and on the bases. Grinder type with better tools than you’d expect. Has tools to play shortstop at the MLB level. Needs to improve hitting approach and pitch recognition. With said improvements, could be a .280 hitter that can handle the bat and drive the ball into the gaps. Potential #2 hitter with a touch of speed and pop in his game. Overall profile plays up because of long term defensive projection and value at a premium defensive position. Excellent makeup. Potential average to slightly above-average Major League regular."

Although the Gs have drafted a lot of SS in the past few years ( a LOT), I wouldn't be disappointed by a Deven Marrero pick.

Prospect Watching
No matter the relative strength or weakness of the draft class, there are always several players that come out of the woodwork with serious helium in the weeks before the draft, vaulting themselves into first round consideration.

Mississippi State right-handed pitcher Chris Stratton has parlayed some brilliant performances this spring into an elevated draft stock, with rumblings that some teams consider him on par with right-handers Marcus Stroman (Duke) and Michael Wacha (Texas A&M) in the second tier of college pitchers.

Stratton has a durable body (6-2, 205) that has good strength and presence on the mound. His fastball sits a tick above average and can reach higher when he looks for me. His slider is a second above-average to plus pitch and his change-up has made strides this year, giving him a quality three-pitch mix that should allow him to be a starter long term.

Teams interested in sticking to slot in the first round or even going a tick below slot may be aggressive in popping Stratton early in the first round next month.

Ranked the #18 overall prospect by BA in their mid-May posting. Long and lean frame. He has a relatively clean delivery with medium effort that he repeats very well. His FB sits comfortably in the 90-92 mph range, with some late movement, and can touch 94 when he lets loose. He usually gets a good downward plane on the FB and will throw it on both corners and will elevate it up in the zone. His #1 weapon is his slider, which has excellent late downward break and also has above average horizontal break. Hitters have a very difficult time differentiating his slider from his FB. Stratton does a great job of varying the velocity that he throws the slider at (from 80 to 85 mph) so it can be a tight, late-breaking power pitch or he can slow it down and use it almost like a changeup.

Stratton had his coming-out party on March 16th when he struck out 17 LSU batters while only allowing 4 hits, 2 BBs and 1 earned run in 8.2 innings. His coach let him throw 137 pitches and did ride him hard during the regular season and into the first round of the playoffs, so whichever team drafts him can’t expect many more innings out of him in 2012, even if he signs early. Good thing he’s such an advanced pitcher who should easily be able to start out in A+ ball when the 2013 season opens. I wouldn’t be surprised if he were pitching in AA before the 2013 season ends or if he makes his major league debut as early as August of 2014. He was named to the 2011 SEC Academic Honor Roll in 2011. Pitched for league champion Harwich in the Cape Cod League during the summer of 2011 – ending up with a 1-1 record, and a 2.18 ER.

One red flag is that his birthdate actually puts him in the senior year of college so he’s very old for a junior.Tweet from his 3/23 start against Arkansas: “Chris Stratton’s 107th pitch is a 93 mph fastball for his 9th strikeout thru 7 innings.”

2012 MLB Draft: San Francisco Giants Select Pitcher Chris Stratton

Chris Stratton, RHP, Mississippi State University: Dominant this spring on the strength of his low-90s fastball and a plus slider, Stratton went 11-2 with a 2.38 ERA, with a 127/25 K/BB in 110 innings. He also has a solid curveball and change-up, plus an easy, relatively stress-free delivery that gets the most from his 6-3, 200-pound body. He won’t need much minor-league development time. One scout described Stratton’s slider to me as the best breaking pitch he had seen all season, whether in the high-school or college ranks.There are no holes in Stratton’s statistical performance, and with four pitches at his disposal, he’s well-prepared for pro ball. He could be one of the first 2012 draftees to reach the major leagues, projecting as a number-three starter, or perhaps even a number two. Stratton represents excellent value at this point in the draft, and he thrived against solid competition in college.

It's a solid pick, imo. Not amazing, Stroman would have been the ballsy pick, but I get this one. Stroman isn't guaranteed to be a starter, and is a borderline midget. Stratton gives us an advanced arm to couple with Crick, Heston, Mejia, and Blackburn. If we can have just two of those work out come 2015, our rotation will be in good shape.

We tend to draft a lot of college RP 3-10, so we might even be able to get a value pick in the 2nd cause we'll have a few 100k more to spend.
