Philly had contracts on the books that would have put them over the top as of March 14. They had to adjust.
The NFL has a hard cap, but now allows carry over.
teams must remain below the hard cap plus carry over for the entire season.
Example.
HArd cap 177 plus carry over of 5 Million would mean the team has an effective hard cap of $182M
As long as total out lay of active players, Players on IR does not go over that $182M from March 14 until the end of the 2018 season, the team is in compliance.
In order to ensure this, if the team were at $180M and tried to sign a player to a $5M contract, the league would reject it and tell them to either lower the contract, or make a corresponding contract move to ensure that they have enough cap space.
For cap purposes, any likely to be earned bonuses are considered a part of the total cap number for the year. Any bonuses not earned come off the cap total for that year and becomes available as carry over cap funds for the following year.
Carry over cap numbers are used before the current years cap is used.
