I cannot speak for Oklahoma but, in most jurisdictions, Protection Orders can be petitioned for by literally anyone and are Civil orders not Criminal orders (although violating the order usually does have criminal consequences). If the complainant can show cause and the order is granted as long as he does not violate the order there should be zero issues. If they share the same campus though it can get tricky because most such orders have a distance requirement, for example, he must stay x number of feet away from her. Other usual requirements usually are no calls, texts, etc.
