I guess it is in the rules, but I very rarely see this called (i.e. I've seen goalies move off their lines before the ball is kicked plenty of times with no repercussions)

It should be called more, and this was a very egregious example of it (guy was like a yard out by the time the shooter struck the ball).

i think the rule should be, the goalie can move when the shooter starts his run-up.
that will eliminate those dipshits that take 20 minutes to tiptoe up to the ball

I haven't seen anything like what's happened at SCP in the past two months. Team president's been shit-talking his coach and players nonstop since they dropped the EL QF first leg vs. Atleti. He threatened to drop the entire squad and play the B team in the Cup semis vs. Porto (eventually relented on that one). The players were on the verge of walking out on the team because of this all until they had a meeting where if the president shut up they'd finish the season and deal with it after. Then they lost on the final weekend to drop out of the CL spots and the president blew up again (this despite still having the national cup final this weekend) and now this.

Guys who did this are shitheads but the team really blew it by not having adequate security at the training ground. This is inexcusable.

I have a dumb question - Are flares still permitted (do security check for them) or are people just very good at sneaking them into the stadiums?

They're banned everywhere I believe.

It comes down to security for the most part. In the UK it's basically zero tolerance and nobody really tries to get them in anymore. On the continent sometimes security guards are on good terms with the ultras and won't pat them down as hard, sometimes the ultras tasked with doing the tifos will sneak them in beforehand (thus why you don't see many or any tifos in England), sometimes people just sneak them in hoping they won't get caught and get lucky.
