Yep. In Atlanta when I-85 it collapsed for the same reason, it happened March 30th 2017 and was reopened May 12th 2017.
This is with Georgia having some of the most inept department of transportation, granted so does PA.

So through that lens of human rights, I don’t see any justification for charging these people a double fare
