It's retooling - it's hard to say rebuilding when the team has gone 10-6 the last two seasons - what the Eagles did at the beginning of Chip's tenure was rebuilding, now it's just retooling to make the next step

Eagles are cramming several years of rebuild into 1. Haha. If we draft Mariota, it's going to take even more rebuild to get a system that fits him as the future of the offense.
