I am partial to the Pacific Northwest and Georgia Championship as they are what I watched the most growing up. I also watched Stu Hart's Stampede Wrestling, (but that generally sucked despite having the Hart family, the British Bulldogs, etc.), Vancouver (sucked), and some other minor promotions periodically, some AWA (was not so good by the time I saw it, but was much better previously).
However I have to go with Fritz Von Erich's WCCW in Texas. He pushed his boys but they were generally good, and the other stars like the Freebirds, Midnight Express, Chris Adams, Gino Hernandez, etc. Also the likes of Scott Hall, Steve Austin, Shawn Micheals all got their starts there.

Quick search says that its origins go back to 1989. Territory System came to a scratching half in 1983/1984 when WWF started to expand nationally. Yeah, I'm not counting a promotion that was founded in 1989 as a territory.
Also, ECW grew to have national TV, PPV's and held events outside of the northeast. They also stabbed the NWA in the back in 1994, but that is a different story for a different day.
