My guess is Watt had input here. Maybe he didn't like Hopkins and thought Houston was taking away from the defensive side. Houston hasn't been a feared defense since 2016. Houston has no reason now to need to be so offensive with Luck out of the equation. Their defense needs to get back to the front.

Houston has decent weapons on offense already. No Hopkins, but they're serviceable. And if Houston is trying to be more run-oriented to run out the clock more, that helps the defense.
