at young of the phils . young is a fa at the end of the year and is cheap . owed 16 million with the rangers picking up 10 mill of it . roch also said the phils had scouts at the game . maybe dickerson ,jairo or a lh bp arm ?

2013 with the Orioles so far: 5.12 ERA, 1.17 WHIP.

So, yeah, that looks like a #5. But even then, he's still a marginal upgrade over Hammel in terms of both career stats (4.83 ERA, 1.44 WHIP) and 2013 performance (5.20 ERA, 1.49 WHIP). Also, it should be noted that Feldman's five starts with the Orioles actually exhibit pretty decent defense-independent pitching stats: 3.52 FIP and 3.93 xFIP-- which suggests that bad luck may be a factor so far.
