Most teams typically don't move guys to the 60 day dl until they "have" to, either by activating another from the 60, waiver pickup, trade acquisition or purchasing a contract. I do remember, I think one or two years ago, the Dodgers had all of their dl guys on the 60 day in September and brought every single one of the guys on the 40 man up for big league games.

Yeah, so why keep Cueto and Panda on the 10-day? Makes absolutely no sense to me.

It's not going to be quite as easy of a decision. It would be a real shame to go over the luxury tax this year because of injuries when they're not even going to make the playoffs. Waste of time, frankly.

They might have to make another cost-saving move before.

That's an improvement. After the 1st inning, he would have been lucky to go 3 full.
