I am leaning Kirk and Dotson right now.

I lean the same way. Both Colts and Cardinals are bottom tier teams, Bucs have a good defense still and the Steelers are improving I think.

Plus Kittle is a little banged up and Hock just returned from being a little banged up…

Though, when all four are rolling, the default will likely be both TE any given week.

Watson, I'd be shocked if Richardson gets 200 pass yds, so you'd be praying for a +100yd rush day and we haven't seen how colts are going to utilize him yet. Jags D is good enough to make him look like a rookie, and if they aren't, then you have your starter until he gets hurt
