I think it's pretty clear actually.

Taysom Hill is obviously getting a lot of that money because it's part of some weird deal he has with Sean Payton. Taysom gets over the top contracts for millions more than he's worth as long as he continues to fuck Sean Payton's wife in front of Sean Payton.

That's the only thing that makes sense here.
