Proposals to make IndyCar better (?)

Hulman & Co. recently hired a consulting group to take a long, hard look at IndyCar & make recomendations as to the best way forward from where they are now. As per usual, the 'secret' report has - suprise, suprise - been leaked to the media. I can't find the full report - & who wants to read all 115 pages anyways - but here are some of the 'highlights' as being reported by others:
