I am not sure about Todd's contract, but a number of guys are being cut around the league right now because of the NFL year starting soon. They have to be cut or are owed at least some money against the current cap depending on how their deals were done.
Good agents put a bonus or guarantee of some sort in the contract that comes up about this time. They want to force the team to make a decision before the Free Agency period begins so that if their client is looking for a job, they will have plenty of time while teams still have money.
Even without the clause, many teams will still cut players at this time as it is just good business to be a straight shooter with your players. Additionally, they need to free up the cap space to go after Free Agents
