That's why you don't mace people in crowds or confined spaces. You pull out the tazer to get their attention.

Looking at the pictures those are university police. Are they equipped with tazers?

If so then that would have been the safer option.

They both have their uses. Like I said a taser would be the best bet in a tightly packed area unless you want to risk a stampede and people dying.

Pepper spray, or OC spray, lasts longer. You can feel it for a couple days after (showering can actually reignite the burning sensation). Although it has little effect on a small portion of people. OC spray dissipates quickly in open air environments unless it is warm with little air movement. When officers deploy the OC they know they are likely to get it on themselves and other officers, they've been trained for that. OC can be deployed at "point blank" range, the target areas are then just above, below or behind the eyes.

TASERs generally carry more of a stigma in the public's perception (looks like a gun, fires projectiles, people fall down/scream in pain/etc). Although generally they take the fight out of a person more quickly and the subject recovers from it very fast (you pretty much just feel like you worked out and are tired).
