If that is still the rule with stubhub, seems like an opportunity for a tertiary market.

craigslist - that's what I used to use (although a lot of "dealers" use it now, instead of the "owners" that were the majority there 5-6 years ago).

Also, there's : "simply cheap tickets"

a small per ticket "fee" but a rather large $15 (set price for any number of tickets) for physical delivery - which seems to be the norm. Sometimes you will see "e-ticket" delivery for a $7.50 flat fee.

There seems to be lots of choice, and low prices (except for the delivery fee rip-off). I've never used them before.

Edit: it seems that stubhub is the choice for individual cheap tickets (I really like the lowest rows in VR Outfield, sections 325-327) since the ticket fees are lower (Per Ticket Convenience Fee $2.25 + $3.50 TDC Per Order Fee), but if you are buying 3 or more tickets, or can find great below-original-price tickets in the better seats, then "simply cheap tickets" is the way to go.

Craiglist is individual to individual, right? I'm thinking more of an exchange with vetted sellers - serving mostly the walkup traffic. I'll check out the link, thanks.
