Err.....the best I can surmise is that he questions the institution's academia, hence the reference to a children's cartoon character.

Also, the supposed correlation to Hispanic culture with the throwing of tortillas would also tie-in with the above referenced cartoon character as she is of Hispanic origin.

That's all I got...he's entertaining at times nonetheless.
