They know Reigns gets mixed reactions from the crowd so they give the title to Sheamus knowing full well no one wants to see that. Now those fans who are on the fence about Roman will be begging him to defeat Sheamus since he's the lesser of 2 evils in their eyes. Pretty smart if you ask me.
