Pitch clock again...

Listening to the radio this AM, the announcer and Jerry Krasnic (sp?) from ESPN.com were talking pitcher clock again. Not sure how this would work out especially with a runner on 1st? Would you have to either throw to the plate or throw to first base to reset the pitch clock? If the throw to first doesn't reset it, it would be a real boon to a base runner if the clock ran down.

I believe the pitch clock would only be used when the bases are empty, which does occur in about 57% of plate appearances.

Jason Hammell at Yankee Stadium last week was clocked at over a minute 20 seconds between pitches multiple times

That's insane
