Maybe not complete, but here is a list of international signings from '08-'12. The point was brought up today on another thread and it intrigued me to see what the ten's of millions spent on international scouting, including a new complex in the D.R., brought us (or bought us).

From Panama:

2010

$2.2 million for Dominican outfielder Phillips Castillo, $1.1 million on Dominican shortstop Esteilon Peguero, $850,000 on Colombian right-hander Jose Torres, and $650,000 on Venezuelan left-hander Luis Pina.

2011

Mariners have officially announced the signings of two 16-year-old Venezuelans, RHP Victor Sanchez and OF Jose Leal. Bob Engle says they considered Sanchez the top-rated international prospect available.

2012
Top signing:
OF Hersin Martinez, Dominican Republic, $1.1 million.

Six-figure signings:
LHP Luiz Gohara (Brazil), 1B Leurys Vargas (Dominican Republic), RHP Pablo Lopez (Venezuela), LHP Alexandre Roy (France).

Quick Take: The Mariners acquired Brazilian lefthander Luiz Gohara, who some scouts thought was the best pitcher on the international market. Perhaps more notable was went on behind the scenes as they overhauled their international scouting department.
