If we have a 20 man roster. During the off season (from our draft until pre-season) you can carry 25 players. If we do it, there has to be a penalty for going over the set date though.

So does this mean that at some point we're going to add 5 more players to our roster of 20 to make the 25?
And then, per what you described, we have a deadline to cut our rosters down to 20.

If it gets voted in. Yes

The pluses to it are no cuts during the draft and if you make a 2 for 1 trade in the off season you do not have to immediately make a cut.

The minuses to it are it lets you put the hard decision off.
It is also going to be extra work on me and we are going to have come up with some kind of penalty for going past the waiver date.
