It literally rotates. You play your division, one AFC, one NFC, and the two people who finished the same as you.

To see the rotation just look at the last 3-4 years and repeat that order.

I never really paid much attention to it but it makes sense.

It looks tough now but who by next year, who knows? Teams change so much every year that guessing who has a hard schedule and who doesn't is just impossible til they start playing the games.
