Also, I really don't like how the qualifying offer works. I doubt it would ever happen, but I think attaching the QO to some kind of stat might be helpful. For example, only free agent's with a WAR over 2.5 the previous season are eligible for a QO, or something along those lines.

1) the "cap" will rise from the current 179M. I have no idea what it will go to, but it will likely be a healthy bump.
2) there will be a "floor" implemented. Like the "cap", though, it will not be hard. If a team fails to meet the floor, they either pay a tax, forfeit profit sharing or forfeit picks.
3) the QO system gets tweaked. I think there needs to be some kind of sliding offer system. Something like QO1 will require a first rounder as compensation, a QO2 will require second round compensation and a QO3 will require third round compensation. Of course, the value of the QO offered will reflect this.

Want...

1) an international draft. I picture something similar to the old NFL supplementary draft. The draft will last something like 5 rounds and any pick a team uses will result in that round's pick being forfeited in the next year's draft. A team would be allowed to NOT pick in the first round, but still be eligible for later rounds.
2) World Series HFA will no longer be a result of the ASG. Use interleague. It is a much better indicator, and then the ASG can just a pure exhibition again.
3) the Giants will be slotted as the #1 pick in every draft moving forward, IN ADDITION to their normal draft position. Further, these picks will all be protected, and the league will foot the bill for any signing bonuses required to sign these players.

I nominate Cal as player's rep and council in negotiations with the owners effective immediately. He has laid out a solid plan that I would certainly vote in favor of.

cal, you cannot be serious about want #2. It is obvious that the Giants should get home field advantage every year. It would be rude not to give it to them.

Oh, and your idea for tweaking the qualified offer setup, wouldn't that be pushing it back to the old way that teams were compensated for losing free agents?

Not at all.

The old system was still a single level. A team could offer arbitration to their FAs. If they refused, than the current team got the existing first round pick of the new team. This really screwed over the lessor guys because they were only getting arbitration in exchange for completely handcuffing their value on the open market.

My proposal has set offers that the team could make. A QO1 would be essentially what we have now. If a player refuses, he will cost his new team its first rounder. But for lessor FAs, the team could offer a smaller contract and only require lessor draft compensation.

Actually, that's not true - there were several levels (type A, type B, type C Free Agents - altho 'type C' grading was dropped in the previous CBA). The compensation that the team received depended on how the players were rated by an independent agency. For example, the team that lost a 'type A' player received both the other team's first round pick AND a sandwich round pick. (Yes, it was a lot more complicated, but who cares?)

Now, there are basically only 'type A' Free Agents, and they are defined by 'the team is willing to offer you a $15M+ one year contract' - basically only the best players becoming FAs. Not only that, but the losing team only receives what a 'type B' player would have gotten them before : a sandwich round pick - NOT the other team's 1st rounder.

I still like the expansion of the current system to open to a few more layers. The devil is, of course, in the details, but I think it can be worked out...
