I see this being one of two things:
1) Ottawa is confident in their offer and so is basically saying "go ahead and check" or
2) Karlsson has made it clear that he's done in Ottawa so they're making sure they'll get maximum return by guaranteeing he re-signs long term with whoever they trade to.

For the sake of the Ottawa fans, I hope it's #1. As a fan of a division team, I hope it's #2.

considering they offered him less than Doughty, it's definitely #2
that's an offer to shrug their shoulders when he does leave and say "oh well, we tried"

Yeah, Karlsson's being traded is a when not if right now. Him to Dallas makes sense only if Ottawa gets top defenseman prospect Miro Heiskanen back in return.
