The Commissioner established 'Rules Committee' consisting of; averagejoe, tlance, Bandit, Treff, and Leftypower have unanimously ratified the MBBRL Constitution as defined in the following post. The document has been clarified, tweaked, and amended to more clearly address the rules of play, structure of the league, and other gray areas.

It is expected that all current members and candidates for any openings, will have read and understand this Constitution prior to the nomination period beginning July 1 of the calendar year. Specifically, sections I through VIII and XI.

Questions concerning the contents may be addressed to any member of the committee via private message, but official ruling are reserved for the Commissioner and/or Vice-Commissioner.

Introduction: The Message Board Bragging Rights League (MBBRL) was established in 2011 on CBS under the guidance of Mr. WilWhite. The league transferred from CBS, following deletion of it's message board, and transferred to SportsHoopla in 2013. The league has grown over the years and membership remains a proud accomplishment.
This constitution is applicable only to the A league (Keepers of the Flame), B league (Barbarians at the Gate), and once established, the C League (to be determined). Any, and all other, MBBRL leagues will run independently with their own sets of rules.
Preamble: We, the members of the MBBRL, have read and understand the following Constitution, by-laws, definitions, etc contained below, and by accepting membership shall abide by this document. As a full self-governing body, in the event a gray area in the playing rules or other portions of this document, should come to light, said item will be communicated directly to the Commissioner for ruling without delay. (amended for 2017).
This constitution, as ratified by the rules committee, may be amended or changed by any member in good standing if it is deemed by the commissioner and vice-commissioner to have received enough support on the message boards. At such time, a vote will be called for of all members regarding the proposal. The proposal must receive 15 votes (of a possible 24) in order to pass if only an A and B league exist and must receive 23 votes (of a possible 36) if there are an A, B, and C league in existence.
Amendments can only be proposed from July 1st (when we vote for the members to replace any vacated or oblivion spots) to the end of week 14 of the regular season (at which time the bottom 2 members of the B or C league and anyone that violated rules with oblivion as the punishment are considered in oblivion).
Should the proposed amendment receive the required number of votes, it will be considered part of the constitution from that time forward, and a new copy of the constitution will be posted by the commissioner or vice-commissioner reflecting the change.
I. Commissioner and Vice-Commissioner: (amended for 2017 and beyond)
i. The MBBRL will have a commissioner and a vice-commissioner. The commissioner will be in charge of the A league (Keeper of the Flame) the B league (Barbarians at the Gate) and the C league (when it is formed) with the vice-commissioner serving in a support capacity to help the commissioner out. All other MBBRL leagues will run independently with their own commissioners. If the commissioner is unavailable for any reason (illness, vacation, etc.) the vice commissioner will act on the commissioner’s behalf until the time that the commissioner returns. The commissioner will notify the league if it’s within his power when the vice-commissioner will be in charge.
ii. The commissioner and vice-commissioner’s term will be for three years. The first term will run from February 1, 2017 – June 30, 2020. (Due to the special circumstances this year it will actually be a 3 ½ year term) The second term from July 1, 2020 – June 30, 2023 and so on and so forth. Any person that wants to run for the job of commissioner will declare such on the main message board. If more than one person decides to run for the job, all of the eligible MBBRL members (all members who aren’t up for oblivion, usually 22) will vote for who they think should be the next commissioner. The votes will be multiplied by the number of years in the MBBRL listed below to determine the winner. In the case of a tie, simple majority (without factoring in the number of years in the MBBRL) will be used to determine the winner. Once the commissioner is chosen, we will hold the same process for the election of the vice-commissioner.
iii. If at any time during the three year term the commissioner wishes to resign, the vice-commissioner will take over the job immediately and a new election will occur for a new vice-commissioner with all eligible MBBRL members voting. If the vice-commissioner wishes to resign their position, a new vote will occur immediately with all eligible MBBRL members voting. If a change in commissioner or vice-commissioner occurs before their term is up, a new election will still be held in June 2020. That way the term will always run until June 30th.

II. General Board Rules:
i. Keep posting - Activity level on designated MBBRL boards is the backbone of this league. (It will, among other things, be used as a tiebreaker if; (1) for some reason, the choice of retention between one member or another has to be made, (2) in relegation, in the event of a tie after all other tiebreakers, (3) others, such as Oblivion, as defined within. (clarified for 2017)
ii. Treat all members with respect. We will disagree at times but at the end of the day this league is a family. As a discussion progresses we must be able to move forward. Do not turn disputes into personal attacks and do not take things personally if others don't agree with your point of view. We all want what is best for the league. (amended for 2017)
iii. The league thread is dedicated to items and observation related to fantasy football, the NFL, and sports in general. It is not the place to air personal grievances, or for political, religious, etc, beliefs. (amended for 2017).
iv. If the commissioner and/or vice-commissioner determine that you have violated any of these rules deliberately and with malicious intent, they can call for an immediate oblivion vote regardless of league or place in the standings. (amended for 2017)
III. League Playing Rules (Standard A and B leagues only):
i. Don't abandon your team ever
ii. Intentionally losing (tanking) is never condoned and will result in oblivion. (amended for 2017)
iii. No douchey plays. We're all supposed to be good players beating each other straight-up. Chances are if you question the validity of a move, it's probably going to be seen by others as douchey. If you wonder about a move, ask.
iv. Trades are always allowed (except draft picks).
v. You must at all times have a full roster that includes at least one quarterback, two running backs, two wide receivers, one flex, one tight end, one kicker, and one team defense. It is important to remember that due to overall league structure; total points have a bearing on relegation, the number of teams moving up or down, playoff rank, and oblivion. As such the below penalties have been established to ensure overall league integrity. (amended for 2017):
• You are allowed to leave a player in that is on bye or injured during the season - the strategy of holding a star is understood, as is the unavoidable last minute inactive. However, all efforts should be made to avoid this practice. As such, the second occurrence of leaving a player in that is on bye or injured will result in an 0-11 breakdown record for the week with no other repercussions in the standings or points. The third occurrence will result in a loss in the standings, an 0-11 breakdown record for the week, and the owner will be sent to oblivion at the end of the year. The team's total points will not otherwise be altered (So as not to punish the entire league for his mistake). The fourth will qualify as abandonment of your team and the commissioner and vice-commissioner will remove you as the owner and control the team in accordance with “Drone” rules until such time a suitable replacement can be found. (amended for 2017)
• Failure to comply with the starter requirement (blank player) will always result in an illegal lineup and for the first occurrence the team will receive a loss in the standings and an 0-11 breakdown record for that week. The team's total points will not otherwise be altered (So as not to punish the entire league for his mistake). On the 2nd occurrence of an illegal lineup the team owner will receive a loss in the standings, an 0-11 breakdown record for the week, and that owner will be sent to oblivion at the end of the year. Once again, the team's total points will not otherwise be altered (So as not to punish the entire league for his mistake). The 3rd occurrence of an illegal lineup will qualify as abandonment of your team and the commissioner and vice-commissioner will remove you as an owner and control the team in accordance with “Drone” rules until such time a suitable replacement can be found. (amended for 2017)
• The commissioner (or Vice-commissioner)) will issue a warning to the team owner via private message for each violation during the season. (amended for 2017)

IV. The Draft:
i. A random drawing will take place to determine the order that each team gets to pick their draft spot. For instance whoever draws #1 gets to choose what draft spot they would like first. Whoever draws #2 gets to choose what draft spot they would like second, and so on and so forth until whoever draws #12 gets whatever spot is left. Divisions will be determined by the draft spot chosen. Division A will be draft spots #1, #4, #7, and #10. Division B will be draft spots #2, #5, #8, and #11. Division C will be draft spots #3, #6, #9, and #12. . (Individual draft picks may not be traded. Entire draft positions may be swapped up until 48 hours prior to the draft. However, division placement is based on original draft position. Divisions will not be affected by draft position trades (amended 2019)
ii. Two formats are used at the discretion of the Commissioner and Vice-Commissioner. A slow draft which is conducted on SportsHoopla as a separate thread, or online using the designated league site. (amended for 2017)
V. Playoff rules:
i. The three division winners will automatically make the playoffs and the non-division winner with the best record (wild card team). Whoever the #1 overall seed is will have their choice of which of the other playoff teams they wish to play the first week of the playoffs. That decision must be made by Wednesday at 9:00pm the week of the first round of the playoffs. The first week of the playoffs (week 15) the #1 seed plays his choice and the other two teams play against each other with the winners facing each other in the championship game (week 16). (amended 2016)
ii. Tie-Breakers:
*Winner of the division ties are always broken first and if two teams are tied for the division lead the tiebreaker is division record first (since they play the same schedule), then breakdown record, then points for.
**Wild card ties no matter how many teams are involved and whether or not they are in the same division go by breakdown record first, then points for.
***Ties for the #1 seed in the playoffs will be determined using the same method as the wild card ties. So if there is a tie for the best record, the team with the best breakdown record will be the #1 seed. The #2 and #3 seeds don't really matter since only the #1 seed gets to choose his opponent.
VI. Relegation:
i. In normal circumstances, two teams will move up from the B league to the A league and two teams will move down from the A league to the B league. Teams moving down will be determined by power rankings. In the event of a tie, H2H will be the first tiebreaker, breakdown record will be the second tiebreaker, total points the third tiebreaker -- and if we still have a tie, activity level will determine.
ii. The two teams moving up from the B League will go according to these criteria:
1. Champion
2. Regular season breakdown leader
3. Top seed
4. Regular season points leader
5. Any team that ends the regular season with a power ranking of 32.5 or above

(Amendment 2019-1; removed Regular season power ranking leader, moved Regular season points leader to #4, added new #5)
iii. If the B League champion meets all the other criteria, only a single team moves up (and only a single team moves down). Otherwise, the other B League team with the top-most criterion also moves up. (In the unlikely event of a tie activity level will determine).
iv. To Spice Things Up - If in the regular season the B league outscores the A league by 168 points, FOUR teams move instead of two. If that happens, and the B League criteria above doesn't provide four teams, we'll use playoff seeding for the rest.

VII. Nominations & Voting:
i. General voting on league issues will be conducted via poll on SportsHoopla. Each member vote will count as one. (Exception: Amendment/changes to Constitution)
ii. As to who votes on who gets in, regardless of the situation... Everybody in the A and B leagues should vote, but votes should get multiplied by the number of years in the league. (Those here the longest have the most at stake.)

VIII. Oblivion:
The reason for oblivion: sometimes people seem like pretty good owners in pre-season, but end up not taking care of their teams, and - just as bad - not posting. Usually the two go hand in hand. But even if their team was awful they could still say "sure" in the exciting days of next August and re-up, and run their team the same way again, the "oblivion" rule is a chance for not-really-interested owners to drop out naturally rather than having to be voted out. And if for some reason everybody wanted them back instead, they could come back.
Process:
i. The bottom two B League Teams according to power rankings (using the same tie-breakers as relegation) and any owners that commit blatant rules violations or conduct unbecoming (with oblivion listed as the consequence above) will be sent into oblivion. However, at the beginning of the next season they are free to ask to be nominated to return to the league along with any other possible new members.
ii. The oblivion nomination and voting process will begin on June 1st of the following year. It will be the commissioner and vice-commissioner’s jobs to “get everybody rounded up” to start the process.
iii. The commissioner will post all the members that have been sent into oblivion and find out from each of those members if they wish to be nominated to return to the league. It will also be the commissioner’s responsibility to find out if any members are quitting and no longer wish to be in the league.
iv. The commissioner will then follow the rules for filling the open spots in each league starting with any A league vacancies, then B league, then C league (once established).
v. There will be a 30 day window for MBBRL eligible members to nominate new members to be considered for the open spots to be filled. New members must be nominated by an eligible MBBRL member and the new member must accept the invitation in order to be considered.
vi. If any current member has a problem with one of the candidates or any of the members that are up for oblivion being in the league they will need to express the reason at that time and a decision will be made as to whether they will remain a candidate for the league.
vii. The potential member will be required to read this constitution so they understand what they are getting into and agree to its terms and conditions.
viii. They will also be required to fill out a player profile and tell us a little bit about themselves because this will be the only way that some of us will know them in order to vote.
ix. If at least an extra 10 qualified new members are nominated (after the A and B leagues would be filled), then the rules for establishing a C league will go into effect, which are listed under C league below** (amended for 2017)
x. If there are not at least 10 extra qualified candidates or if the vote to form a C league fails, on July 1st, all eligible MBBRL members will rank all of the candidates including those members that were sent to oblivion but wished to be nominated to return to the league, and any new members. If there are 5 candidates then they will ranked from 5-1 with 5 being their favorite candidate and 1 being their least favorite candidate. (amended for 2017)
xi. Votes will be sent via private message to both the commissioner and the vice-commissioner to be tabulated and the two highest point totals will be the new members of the B league. Note: Weighted voting rules apply with number of service years multiplied by each members ranking of the candidates.
xii. In election years, the first task as the new commissioner and vice-commissioner will be to tabulate these votes. In the result of a tie for the second spot, a poll of just those two members will be voted on by the existing members of the MBBRL to determine the second candidate.
xiii. Not being active on the boards doesn't feel like a good reason to kick someone out, but if they're out because that's how the rules went, it's a legit consideration for whether they make it back in.
xiv. Now, if at the end of the year the A leaguers really hate to see the bottom two guys go of course they could be voted back in, and it probably also means the B league is in good shape.
Footnote: It's not really about expansion, or about punishment, or about a path back in, but about maintaining a critical mass of quality players/posters in the MBBRL, whatever size it is.

IX. Power Ranking Calculation:
Power is based on three categories (Win/loss record, breakdown record, and total points). The team with the best record receives a 12 in the win/loss record section, the team with the best breakdown record receives a 12 in that section, and the team with the most points receives a 12 in that section, with the worst team in each category receiving a 1. Ties are done by adding up all the numbers of the tie, lets say that there were four teams tied for the best record, you would take 12+11+10+9 which equals 42 and divide that by 4 (the number of teams involved) which gives you 10.5, so each of those 4 teams would receive a 10.5 in win/loss power. The next best record would receive an 8 and so on and so forth until the worst record receives a 1.
Breakdown is calculated by figuring out every team’s won/loss record against every other team in the league each week. So every week each team will have a breakdown record that adds up to 11 games. The highest score in the league will receive an 11-0 breakdown record for the week. The lowest score for the week will receive a breakdown record of 0-11. Each team’s weekly breakdown record will be kept track of all year and after week 14 every team's breakdown record will add up to 154 games. Teams will be ranked each week based on their cumulative breakdown record up to that point in the season.
The points section of power is simple as teams are ranked by their cumulative amount of points for the season up to that point each week.
A perfect power ranking would be 12+12+12= 36
A perfectly awful power ranking would be 1+1+1= 3
Power rankings truly reflect how good or bad a team's season is because it takes into account win/loss record but also points and breakdown record, so if you are a team that scored the 2nd most points for the season but just happened to have a crappy schedule maker you aren't penalized as much.
X. Drone Team Rules (if used):
i. Draft:
The Drone Team will be auto-picked with no interference.
* After the draft is complete, the Drone Team will adjust its roster to: 2 QBs, 4 RBs, 4 WRs, 1 RB/WR, 1 TE, 1 K, 1 DST, by dropping extra players at any position and adding the next-highest player from the auto-draft list at the needed positions.
ii. Sit/Start:
Will be determined by ESPN projections. In the case of a tie, alphabetical order. Game-day inactives will sit in favor of next-highest projected player.
iii. Waivers/Add/Drops:
Except when needed to field a full active roster, the Drone will only make one waiver request per week, and only if a player on waivers is projected at 200% or more FF points of the Drone’s player with the lowest “Expected Points” at that position.
Expected Points are:
Prior to Week 1: Week 1 ESPN projection
Prior to Weeks 2-4: Average of previous week(s) and ESPN projection (injured players not on IR won’t be dropped until they have played a game)
After Week 4: Average of previous four weeks (excluding byes)
Averages exclude games on IR (designated for return) or suspension. A player placed on regular IR will be replaced that week in addition to other add/drops; a player designated to return will be kept only if their pre-IR average is one of the top ten averages on the team. A player drafted with a suspension already in place or on the short-term IR can’t be dropped until after the game following their return.
If the Drone can’t field a full active roster, it will do Add/Drops as necessary to field one. The player picked up will be the highest projected player for that week at the needed position(s), and the player dropped will be the player with the lowest “Expected Points” at that position.
If the TE, DST or K has one of the Drone’s top seven average points, that player won’t be dropped to field a full active roster, but a replacement will be added for one week only and the WR/RB with lowest expected points will be dropped to make room.

XI. C league:
If at least an extra 10 qualified new members are nominated (after the A and B leagues would be filled), then the rules for establishing a C league will go into effect. There will be a league-wide vote of all eligible MBBRL members on forming a “C league”. (Anyone up for oblivion either by being a bottom two team in the B league or for any other violation that puts them there will not be allowed to vote). The votes will be tabulated using the years in the league multiplier as discussed above. Also, with a decision this important, all eligible members must vote. This vote will occur as soon as possible after it is established that at least 10 qualified candidates have been nominated and accepted the nomination. (amended for 2017 and beyond)
**Note that we must have at least ten extra members after the A and B leagues are filled, so that means we must have at least 34 total qualified owners for this vote to occur**
If the vote to establish the C league fails, then all the candidates will be ranked to fill the oblivion spots that are open in the B league and the vote to fill those spots will occur on July 1st just as it always does. If the vote for a new C league passes, the first order of business will be to fill any spots created by those up for oblivion. In any normal year, this will only be the bottom two finishers in the B league. On July 1st, all candidates including those up for oblivion and the new “C league” candidates will be ranked by all the remaining MBBRL members. If there are 14 candidates then they will ranked from 14-1 with 14 being their favorite candidate and 1 being their least favorite candidate. Votes will be tabulated and the two highest point totals will be the new members of the B league. Note: Weighted voting rules apply with number of service years multiplied by each members ranking of the candidates. In the result of a tie for the second spot, a poll of just those two members will be voted on by the existing members of the MBBRL to determine the second candidate. The remaining candidates will be considered the charter members of the C league. If there are more than two open spots to fill in the B league, all of those spots will be filled before the remaining members are put in to establish the C league. If there are not 12 members remaining after the vote to establish the C league, then drone team(s) will be used to fill up the league, but not more than 2 drone teams will ever be used.
The C league which will be set up identically to the A and B leagues, in which two teams will move up from the C league to the B league using the same criteria as set forth now in relegation and who moves up and the bottom two in power rankings from the C league (instead of the B league) will be up for oblivion.
Once the C league is established, the oblivion rules will apply to that league. The oblivion rules outlined above will be used to determine the final two members of the C league each year.
XII. Special conditions (Attrition):
If there are any B or C leaguers are up for oblivion because of any rules violations or any owner that wishes to, or must, quit the league, they will be subject to the same voting process of oblivion that the bottom two members of the B or C league are, and their spots will be filled using the same voting method as described above. For example, instead of the top 2 vote totals going to the B league, if there are 4 open B league spots, the top 4 vote totals will go into the B league. The B league will always be filled first before the C league is taken into account.
If there are any A leaguers that are up for oblivion because of any rules violations or because they no longer wish to participate in the league, they will also be subject to the oblivion vote, but the spot vacated in the A league will go to the “relegated” A leaguer with the highest power ranking. For example, if the two “relegated” A leaguers had a 7 power ranking and a 5 power ranking, the person with the 7 power ranking would be able to stay in the A league and only one member would relegated to the B league. If there are two A league spots open, then the first spot will go to the “relegated” A leaguer with the highest power ranking and the 2nd spot would go to the B leaguer who is next in line under the criteria for which teams moves up. One A leaguer would still be relegated to the B league, because it’s not fair for both A leaguers to be saved under this rule.
Any further loss in the A league ranks will bring back the remaining relegated member(s), then as many additional B leaguers, qualified by power ranking, as necessary.

In 2021 with the NFL going to 18 weeks, our playoffs changed.

New changes are as follows:

1 Tiebreakers stay the same.
2 Wild cards changing from 1 to 3
3 First week of playoffs, matchups are decided by the worst division winner. With the other two division winners getting a bye.
4 Second week of playoffs, matchups are decided by the best division winner.
